"Stay Home, Stay Safe" EO 2020-59 - Update For Libraries

On Friday, Governor Whitmer released Executive Order 2020-59 which continues to state that all individuals are ordered to stay home unless considered essential and that all activities are suspended if they do not sustain or protect life until May 15th. We urge our library members to remain patient, continue your online services, and to begin preparation of your reopening plans to serve your patrons in the future.

In consultation with our partners and attorney, MLA has done an extensive review of the new “Stay Home, Stay Safe” order. At this time, we have concluded that libraries are NOT allowed to do curbside service.

Section 6 of the Executive Order 2020-59 states that “All in-person government activities at whatever level (state, county, or local) that are not necessary to sustain or protect life, or to support those businesses and operations that are maintaining in-person activities under this order, are suspended.”

We recognize that many of you are looking at section 10(a) which refers to “Workers who process or fulfill remote orders for goods for delivery or curbside pick-up” but we strongly believe that curbside/drop-off services at libraries is not allowed.

If this recommendation changes based on any information we receive from the Governor’s office, we will inform you immediately.
